City of Glendale is looking to hire a Real Estate Program Manager

Description

Performs property management work involving the acquisition, leasing, sale, abandonment, exchange of property, and the development of a computerized real property inventory.

Essential Functions:
1. Plans, organizes, directs and manages the activities of land management including the acquisition and management of real property, landscape architecture, and mapping and records.
2. Coordinates, facilitates, and monitors the full range of responsibilities as they relate to city-owned property development projects and/or right of way public utilities that require public hearings, and those that are highly visible and complex.
3. Develops and administers divisions policies and procedures.
4. Assists in the preparation and administration of division budget in accordance with city and department goals and objectives.
5. Serves as a member of the project development team to review plans at various stages of development to ensure city objectives are met.
6. Conducts negotiations for the acquisition or disposition of city real estate.
7. Prepares estimates of property values; performs or reviews appraisals for city departments.
8. Makes oral and written presentations to City Council, city staff and the public on city property acquisitions and disposals; requests Council decisions for actions on property.
9. Reviews title reports, deeds, and other property documents for accuracy; creates deed documents.
10. Maintains accurate records of city real estate.
11. Hires and coordinates the work of consultants.
12. Corresponds with the public to acquire information for possible future city actions.
13. Participates in process of acquiring right of way and/or public utility easements to determine alignments for city streets/utilities.
14. Oversees and updates property master plans; oversees management of leased city buildings.
15. Develops, gathers, and analyzes information, and maintains a database of current data on all city real properties.
16. Processes requests and determines validity of abandonment requests.
17. Conducts real estate transactions involving the acquisition, abandonment and management of city-owned real estate.
18. Examines properties to be leased, establishes rental rates, and negotiates with prospective lessees.
19. Conducts research and analysis on real estate transactions.
20. Prepares summaries, Council communications, reports, and legal specifications for administrative and Council review.
21. Determines the location of needed property or easements.
22. Reviews title reports, deeds, and other real property documents for accuracy.
23. Reads and interprets basic legal descriptions.
24. Supports the Planning Departments coordinating and accepting of land dedications.
25. Performs other related duties as assigned.


Minimum Qualifications/Special Requirements/Success Factors
Bachelors Degree in Real Estate Management, Business Administration or a related field, and five years experience in real estate acquisition, real estate appraisal, right-of-way work dealing with a public agency or utility company, land development, or land asset management.
